About the position

The NC Department of State Treasurer seeks a Departmental Accounting Manager I who is a detail-oriented individual, passionate about ensuring accuracy and compliance in accounting! This is a full-time position (40 hours per week) with State Benefits, including health insurance, paid vacation, paid sick time, paid holidays, as well as retirement. The Financial Operations Division ("FOD") is responsible for the efficient and prudent management of state held assets. The Division is comprised of four areas: Procurement and Contracting, Banking Operations, Bank Reconciliation Unit, and Accounting. Accounting manages the accounting and financial reporting for all funds that are deposited, invested and disbursed through the Department of State Treasurer including the $100 billion investment pool and banking programs. This position sits in the Departmental Accounting Section which handles the monthly certification for financial reporting and the accounting for travel, accounts payable, fixed assets, and accounts receivable.

Responsibilities

  • Responsible for all financial accounting and reporting for the departmental accounting operations at the Department of State Treasurer.
  • Oversight and review of journal entries, internal and external reporting, compilation of annual financial reporting and compliance with generally accepted accounting principles as promulgated by the Government Accounting Standards Board (GASB).
  • Interacts with other divisions within the Department and numerous state agencies including the Office of the State Controller, Office of State Budget and Management, the North Carolina General Assembly, and the Office of the State Auditor.
  • Works with external organizations such as vendors, banks, custodians, auditors, etc.
  • Responsible for monitoring changes in rules and regulations which affect the department's operations.
  • Responsible for adherence to and updating multiple Department wide accounting policies including Travel, Reimbursements, Accounts Payable, Accounts Receivable and Fixed Assets.
  • Implements sufficient internal controls for accurate and effective reporting.
  • Reports to the Accounting Director and manages a section of four staff.
  • Perform duties in this position which are considered essential, which may require mandatory, on-site work during adverse or crisis situations.

Requirements

  • Thorough knowledge of accounting principles and practices and theories of accounting, auditing, budgeting or financial management.
  • Thorough knowledge of state government accounting, budgeting, auditing, and reporting requirements.
  • Experience in monthly and annual reconciliation and certification of the financial information for the Department.
  • Thorough knowledge of the state's appropriation, budgetary, and accounting systems.
  • Proven ability to interpret and analyze financial data and reports.
  • Considerable experience compiling and meeting extensive reporting requirements due to accountability for monthly, quarterly and annual external reporting.
  • Demonstrated ability to communicate effectively and disseminate information to senior management.
  • Working knowledge of Excel and Word.
