About the position

The Chief Information Officer (CIO) at the Texas Department of Banking is a senior-level managerial role responsible for overseeing the Management Information Services Division. Responsibilities

  • Provide direction and guidance in strategic operations and planning of the Management Information Services Division.
  • Collaborate with agency leadership to define and lead continuous digital modernization efforts.
  • Develop and implement policies, guidelines, and standards for the agency's technology systems.
  • Oversee the implementation of information technology projects and practices.
  • Analyze and review applications and technology infrastructure to improve effectiveness and business value.
  • Manage the acquisition and oversight of information resources and security standards.
  • Ensure compliance with state laws and accessibility recommendations for departmental websites.
  • Plan, assign, and supervise the work of division staff, promoting a healthy team environment.

Requirements

  • Graduation from an accredited four-year college or university with major coursework in computer science, management information systems, or related fields.
  • Ten years of application development and support experience.
  • Five years of experience overseeing information security processes and procedures.
  • Three years of leadership experience in a technology department or group.
  • Experience managing and maintaining cloud operations.

Nice-to-haves

  • Experience with the Centralized Accounting and Payroll/Personnel System (CAPPS).
  • Experience overseeing application development using RAD tools and traditional solutions.
  • Experience with database management, specifically with Oracle and Microsoft SQL Server.
  • Knowledge of Agile software development processes.
