About the position

The Deputy Agency Chief Contracting Officer (DACCO) plays a crucial role in the Department of City Planning's Procurement team, overseeing the procurement of goods and services to support the agency's mission. This position involves managing procurement processes, ensuring compliance with local laws, and providing training and technical assistance to staff and vendors. The DACCO will work closely with the Agency Chief Contracting Officer to facilitate effective procurement strategies and contract management.

Responsibilities

  • Assist the ACCO in managing and supervising procurement staff.
  • Provide training and technical assistance to staff, Agency Units, and vendors.
  • Review purchasing requests, descriptions, and specifications for accuracy.
  • Process commodity orders using various procurement methods and systems.
  • Manage IT goods and services contracts, including expiration date processes.
  • Develop tracking tools for procurement requests and maintain the MWBE Master list.
  • Monitor agency contracts for compliance with local laws.
  • Work with Program Managers to establish utilization goals for contracts.
  • Conduct procurement research using PPB rules and applicable laws.

Requirements

  • A baccalaureate degree from an accredited college and four years of relevant experience, including eighteen months in a managerial or supervisory capacity.
  • A four-year high school diploma and six years of relevant experience, including eighteen months in a managerial or supervisory capacity.
  • A satisfactory equivalent of education and experience as cited above, with the required managerial experience.

Nice-to-haves

  • Strong knowledge of all Procurement Policy Board Rules.
  • Familiarity with City systems such as FMS, PASSPort, and The City Record Online.
  • Experience managing procurements from start to completion.
  • Ability to adapt to a fluid work environment.
  • Strong analytical and negotiation skills.
  • Effective oral and written communication skills.
