About the position

The Deputy Assistant Secretary position is a critical role within the Louisiana Department of Health, specifically in the Office of Public Health. This position is located in East Baton Rouge Parish and is designed to support the Assistant Secretary in managing a large and complex office that may have over three thousand employees or handle highly technical programs. The Deputy Assistant Secretary will serve as the principal assistant to the Assistant Secretary, providing leadership and direction to various program divisions. This role is essential for ensuring that the office operates efficiently and effectively, particularly in the absence of the Assistant Secretary. The Deputy Assistant Secretary will be responsible for directing the work activities of all programs, advising the Assistant Secretary on various departmental issues, and reviewing both current and long-range programs, plans, and policies. This includes identifying and resolving conflicts, formulating revisions to rules and regulations, and evaluating the performance of subordinates. The position also involves coordinating budget recommendations and conducting staff meetings to address problems and conflicts. The Deputy Assistant Secretary will engage with officials from federal, state, and local agencies, as well as legislators and professional organizations, to discuss matters related to the office's operations. This position is filled as a job appointment, which may last up to 48 months, and does not require a Civil Service test score for consideration. Responsibilities

  • Directs the work activities of all programs in the absence of the assistant secretary.
  • Serves as principal assistant to the assistant secretary and has administrative line authority over all programs.
  • Advises the assistant secretary regarding program, office or departmental problems.
  • Reviews current and long-range programs, plans and policies for the office, identifying and resolving areas of conflict.
  • Reviews, formulates, or directs the revision of rules, regulations and procedures for the office.
  • Reviews and evaluates work of subordinates and gives technical guidance when needed.
  • Coordinates budget recommendations.
  • Conducts staff meetings and conferences with subordinates to resolve problems and conflicts.
  • Meets with officials of federal, state and local agencies, legislators, professional organizations and interested groups on matters relating to the office.
  • Directs the preparation of special reports relating to office programs.
  • Prepares correspondence on complex and sensitive matters affecting the department or office.

Requirements

  • A baccalaureate degree plus five years of professional level experience in a public or private sector setting.
  • Six years of full-time work experience in any field can substitute for the required baccalaureate degree.
  • Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows: 30 to 59 semester hours credit will substitute for one year of experience; 60 to 89 semester hours credit will substitute for two years of experience; 90 to 119 semester hours credit will substitute for three years of experience; 120 or more semester hours credit will substitute for four years of experience.
  • Graduate training in any field will substitute for a maximum of one year of the required experience on the basis of thirty semester hours for one year of experience.
  • A master's degree in any field will substitute for one year of the required experience.
  • A Ph.D. in any field will substitute for two years of required experience.
