About the position

The Deputy Associate Commissioner for Executive Operations and Strategic Management (DAC, OEOSM) plays a crucial role in providing executive support for administrative functions within the Office of Executive Operations and Strategic Management. This position involves overseeing employee development, career planning, and training programs, ensuring fair treatment of employees, and managing sensitive personnel issues. The DAC serves as a liaison with various offices, administers performance management programs, and represents the organization in various workgroups and initiatives.

Responsibilities

  • Serve as a liaison with the Office of Human Resources on organizational realignment recommendations.
  • Provide guidance on Equal Employment Opportunity policies and procedures.
  • Oversee administrative and personnel delegations of authority program.
  • Administer and lead employee development, career, and succession planning programs.
  • Develop overall training policy and operating procedures for OHO employees nationwide.
  • Conduct needs analysis and set priorities for training programs.
  • Manage the performance management program and employee recognition programs.
  • Administer recruitment needs in accordance with annual hiring plans.
  • Formulate and oversee practices governing Administrative Law Judge (ALJ) conduct and performance.
  • Investigate allegations of misconduct from the public regarding ALJs.

Requirements

  • Must have responsible professional experience at a senior level (equivalent to GS-15).
  • Demonstrated progressively responsible leadership experience indicative of senior executive level managerial capability.
  • Experience gained above the GS-15 grade level in Federal service or equivalent in state/local government or private sector.

Nice-to-haves

  • Experience advising on management techniques for large-scale training programs.
  • Experience applying Human Resource Management laws and principles.
