About the position
The Deputy Associate Director (DAD), Chief Technology Officer (CTO) for the Technology Division (TD) of the Financial Crimes Enforcement Network (FinCEN) plays a critical role in overseeing the technology strategy and direction of the organization. Reporting directly to the Chief Information Officer (CIO), the DAD CTO is responsible for leading the development and implementation of enterprise strategies and technical direction to support FinCEN's mission of safeguarding the financial system from illicit use. This position requires interaction with senior law enforcement and regulatory partners, ensuring the effective delivery and operation of a secure IT environment for the Bank Secrecy Act (BSA) information.
Responsibilities
- Serve as the chief technical advisor for the Technology Division.
- Oversee the creation and management of subordinate offices providing enterprise strategy and technical direction.
- Partner with the CIO to determine the technical and management vision for FinCEN's IT objectives.
- Lead the development of strategic plans for IT functionality to support FinCEN's mission.
- Conduct cost-benefit analyses and oversee IT development methodologies.
- Provide strategic vision for the application of data science methods to detect illicit activities.
- Lead efforts to improve BSA data integrity and quality functions.
Requirements
- Possess Executive Core Qualifications and Mandatory Technical Qualifications.
- Experience in a managerial capacity, typically at or above the GS-15 grade level.
- Demonstrated knowledge and skills in directing organizational units and ensuring program success.
- Experience in monitoring progress toward strategic organizational goals and evaluating performance.

- Experience with cloud-based, data-intensive programs supporting financial and regulatory stakeholders.
