About the position

The U.S. Census Bureau is seeking a highly-motivated and capable executive to serve as the Deputy Chief Financial Officer and Director of Finance. This position is a Senior Executive Service (SES) Career-Reserved position, which means it is not graded and SES pay is commensurate with qualifications. The role is critical in providing administrative and policy direction to the Office of the CFO (OCFO) programs, ensuring effective integration of diverse financial management programs to meet the dynamic needs of the Census Bureau. The Deputy Chief Financial Officer will act in the absence of the CFO and serve on all boards for which the CFO is a principal member. In this role, the Deputy Chief Financial Officer will provide executive direction and leadership to a comprehensive financial management program, ensuring the effective operation of the budget process and proper utilization of resources. The incumbent will be responsible for the bureau's consolidated financial statements and portions of the annual accountability report, ensuring that external financial reports are accurate and timely. The Deputy will also ensure compliance with federal financial management laws and regulations, providing reliable and timely information to meet the financial management needs of bureau management. The position requires occasional travel to attend or present at meetings and conferences relevant to the U.S. Census Bureau's mission. The successful candidate will be expected to temporarily telework while the headquarters building is being renovated, with the possibility of continuing to telework or work remotely two or more days a pay period once the office is reopened.

Responsibilities

  • Provide administrative and policy direction to highly technical and complex Office of the CFO (OCFO) programs.
  • Communicate a vision to subordinate managers for effective integration of diverse programs into a cohesive structure.
  • Act in the absence of the CFO and serve on all boards for which the CFO is a principal member.
  • Provide executive direction and leadership to a comprehensive financial management program.
  • Ensure the effective operation of the budget process and proper utilization of resources.
  • Oversee the bureau's consolidated financial statements and portions of the annual accountability report.
  • Ensure that external financial reports are accurate and timely.
  • Ensure compliance with the Federal Manager's Financial Integrity Act and related OMB Circulars.

Requirements

  • U.S. Citizenship is required.
  • Background investigation and/or security clearance is required.
  • One-year probationary period may be required.
  • Public Financial Disclosure (SF-278 filing within 30 days is required).
  • Position is subject to pre-employment and employment random drug testing.
  • Demonstrated broad senior-level experience in strategic, financial, and operational planning.
  • Ability to oversee and carry out detailed financial management of centralized and decentralized financial management programs.
  • Knowledge of internal control policies and concepts.
