About the position

The Deputy Chief Financial Officer (Appointed) plays a crucial role in supporting the Chief Financial Officer by aligning resources with operational practices to achieve city priorities and ensure budget adherence. This position is responsible for creating a city-wide budget strategy, leading budget development, and maintaining long-range financial models and internal controls. The Deputy CFO also interprets policies, directs work activities, and represents the Chief in various meetings, ensuring sound fiscal management across the city's financial operations.

Responsibilities

  • Align resources with operating practices to ensure success in achieving city priorities and budget adherence.
  • Provide professional assistance to the Chief Financial Officer in assigned areas.
  • Create a city-wide budget strategy and prescribe appropriate processes and technologies for budgeting.
  • Lead the development of operating and capital budgets.
  • Develop and maintain long-range budgetary financial models and internal controls for the city.
  • Interpret policy and provide staff direction on implementation of policies and procedures.
  • Direct, organize, coordinate, and assign work activities within assigned divisional areas.
  • Assist in the preparation of departmental budgets to ensure performance within budget.
  • Prepare, interpret, and explain complex financial and administrative reports.
  • Research and implement new programs or projects.
  • Represent the Chief in meetings with other departments or governmental agencies on finance-related issues.
  • Collect budget information and accurately model current and future initiatives under different scenarios.
  • Develop supplier partnerships and incorporate sourcing into the product development process.
  • Monitor revenues and expenditures to ensure sound fiscal controls are met.
  • Create and prepare correspondence, memoranda, and reports using various computer applications.
  • Present data, findings, and trends to senior leadership and City Council.
  • Attend public meetings to explain the City's Finance activities and represent the department at professional association meetings.

Requirements

  • Bachelor's degree in Finance, Business/Public Administration, or a related field.
  • Eight (8) years of progressively responsible experience in multiple disciplines within Finance, with five (5) years in management-level positions.
  • Working knowledge of budgeting and purchasing in the public sector, including Federal, state, and local purchasing requirements (preferred).
  • CPA and Certifications from GFOA (preferred).
  • Certification from the State of Tennessee as a Certified Municipal Finance Officer must be obtained within 12 months.
