About the position

The Deputy Chief Financial Officer (DCFO) plays a crucial role in shaping the financial strategy and budget management of the Health Care Authority (HCA). This position is responsible for overseeing the development and implementation of financial policies and procedures, ensuring compliance with agency and statewide regulations related to budgeting, payroll, cash management, and accounts receivable/payable. The DCFO directly supervises section managers and is integral to the long-term strategic planning of the agency.

Responsibilities

  • Oversee the development and application of financial policies and procedures.
  • Interpret and implement agency and statewide policies related to budgeting and financial management.
  • Supervise three WMS3 section managers and oversee three sections within the Financial Services Division.
  • Review state and federal accounting and reporting activities related to Medicaid and other programs.
  • Ensure timely and accurate financial reporting from data obtained from various sources.

Requirements

  • Experience in financial management and budgeting within a governmental or large organizational context.
  • Strong knowledge of accounting principles and practices, particularly in relation to Medicaid and healthcare finance.
  • Proven leadership skills with experience supervising financial teams and managing complex financial operations.

Nice-to-haves

  • Experience with federal financial reporting, particularly related to Medicaid and CHIP programs.
  • Familiarity with legislative budget processes and fiscal note composition.
  • Advanced degree in finance, accounting, or a related field.
