About the position

The Deputy Chief Financial Officer (DCFO) plays a crucial role in shaping the financial strategy of the Health Care Authority (HCA) by overseeing budgeting, payroll, cash management, and financial reporting. This position is responsible for implementing agency policies and ensuring compliance with state and federal regulations, while also providing leadership to section managers and collaborating with various stakeholders to enhance financial operations.

Responsibilities

  • Review state and federal accounting and reporting activities central to the accounting processes, policies, procedures, and operations of HCA.
  • Assign and monitor the development of routine reporting to assure timely and accurate financial reports.
  • Serve as a primary point of contact for external inquiries from entities such as OFM, SAO, OIG, and CMS.
  • Review, develop, analyze, and oversee the agency's accounting and budget operations.
  • Provide strong and accessible leadership skills to section managers and employees.
  • Oversee the coordination and development of the agency's budget development processes.
  • Oversee the composition of monthly fiscal analyses for internal and external decision-makers.
  • Organize and lead collaborative, multi-disciplinary teams to assist in financial functions.
  • Accept, assign, and oversee tasks assigned by the Chief Financial Officer.

Requirements

  • Significant understanding of Washington State or another state's legislative and budget processes.
  • Knowledge of federal rules, regulations, processes, and procedures required for state and federal governments.
  • Ability to perform analysis for financial research and modeling in a complex multi-system environment.
  • Ability to adapt to an ever-changing health care policy environment.
  • Ability to make sound, defensible fiscal decisions in ambiguous circumstances.
  • Ability to effectively communicate with internal and external stakeholders, both verbally and in writing.
  • Experience in effectively communicating financial concepts to non-financial decision makers.
  • Ability to manage supervisors and staff with varying levels of experience in finance.
  • Knowledge of advanced principles of management in a team environment.
  • Fluency in the use of the Microsoft Office Suite.

Nice-to-haves

  • Master's degree in finance, public administration, or related field.
  • Certified Public Accountant.
  • Health plan insurance rate setting and financial management experience.
  • Project Management experience/certification.
