About the position

The Deputy Chief Financial Officer (CFO) at the USITC plays a crucial role in overseeing the agency's financial management policies and procedures. This position involves leading the development of agency-wide financial standards, providing subject matter expertise, and ensuring compliance with financial regulations. The Deputy CFO will assist the CFO in executing the agency's mission and managing the day-to-day operations of the Office of the CFO, while also leading subordinate managers and staff in delivering financial services across the agency.

Responsibilities

  • Develop agency-wide financial and accounting policies, principles, standards, and procedures.
  • Provide subject matter expertise on financial management policy and procedures.
  • Lead and coordinate activities within the Office of the CFO.
  • Issue and communicate financial policies and procedures to the agency.
  • Support day-to-day operations of the Office of the CFO.
  • Oversee financial management, financial controls, cash management, and debt and credit management.
  • Ensure prompt payment of vendors in accordance with the Prompt Payment Act.
  • Lead the preparation and independent audit of annual financial statements.

Requirements

  • U.S. citizenship or nationality required.
  • Successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree in accounting or a related field with accounting coursework.
  • At least 4 years of experience in accounting or an equivalent combination of experience and education.
  • Mandatory professional certification as a CPA or CGFM.
  • One year of specialized experience equivalent to the GS-14 level in the Federal service.
