About the position

The Deputy Chief Financial Officer (CFO) plays a crucial role in managing the financial operations of the Democratic National Committee (DNC) and its affiliated entities. This position involves direct supervision of accounting, treasury management, financial reporting, and financial systems. The Deputy CFO partners with the Chief Financial Officer to advise senior leadership on financial matters, ensuring compliance with regulations and effective financial management.

Responsibilities

  • Lead the accounting function and manage daily accounting operations.
  • Serve as the primary interface for all day-to-day accounting matters with staff and outside parties.
  • Ensure that the DNC's accounting and reporting systems support management, compliance, and fiduciary needs.
  • Maintain an internal control system to protect DNC assets and financial data.
  • Ensure accurate and timely recording of transactions in compliance with FEC and IRS regulations and GAAP.
  • Partner with compliance to compile FEC reports efficiently and accurately each month.
  • Prepare financial reports for management, financial institutions, governance, and membership.
  • Oversee the annual audit to ensure it is conducted on time and on budget.
  • Assist in the preparation and review of tax returns, including the annual 1120-POL and state and local taxes.
  • Negotiate the DNC's line of credit to support cash flow needs and ensure reasonable bank covenants.
  • Recruit, train, and supervise all accounting staff.
  • Ensure timely reconciliation of financial accounts.
  • Serve as system administrator for the DNC's accounting system and related financial systems.
  • Support reporting needs for financial management, budget tracking, and strategic decision-making.
  • Manage access for cash, investment, and credit accounts, ensuring appropriate permissions for staff.
  • Advise on budget formation for upcoming election cycles, including financial modeling and scenario planning.
  • Partner with the Budget Director for accurate reconciliation across accounting and budget systems.
  • Assist with strategic analysis projects as requested by the CFO and senior leadership.
  • Support the DNC Operations team with expertise on management and risk management activities.
  • Advise on strategic procurement initiatives and review contracts for budget consistency.

Requirements

  • Strong financial background with CPA preferred.
  • 8+ years of overall work experience, including 4-6 years in Accounting and/or Budgeting and 2 years in a managerial position.
  • Public Accounting and non-profit experience preferred; experience with political or FEC regulated organizations is a plus.
  • Knowledge of FEC compliance regulations strongly preferred.
  • Advanced experience with spreadsheets (MS Excel/Google Sheets) required; experience with Sage Intacct is a plus.
  • Experience developing financial models and communicating insights to stakeholders across the organization.
