About the position

The Deputy Chief Financial Officer (CFO) position at the U.S. Agency for International Development (USAID) is a senior executive role responsible for overseeing critical financial operations and providing technical leadership within the Bureau for Management. The incumbent will manage five divisions, ensuring effective financial management practices and compliance with federal regulations while controlling approximately $30.5 billion in federal expenditures. This role requires strategic vision, leadership, and the ability to implement significant changes in financial operations.

Responsibilities

  • Assist the Chief Financial Officer in providing technical leadership and guidance.
  • Manage five divisions: Central Accounting & Reporting, Cash Management & Payments, Financial Systems, Washington Financial Services, and Payroll.
  • Oversee critical Agency-wide financial operations including salary payments and accurate financial reporting.
  • Implement major changes in financial programs and operations.
  • Ensure compliance with financial management practices, policies, and systems.

Requirements

  • Must be a U.S. Citizen.
  • Must be able to obtain/maintain a Top Secret Clearance.
  • Progressively responsible leadership experience indicative of senior executive level managerial capability, typically at or above the GS-15 grade level.
  • Demonstrated expertise in managing and executing a comprehensive budget based on strategic plans.
  • Executive-level experience in human capital strategies and programs.
