About the position

The Deputy Chief Financial Officer (DCFO) at the U.S. Immigration and Customs Enforcement (ICE) is responsible for overseeing the strategic development and maintenance of integrated financial management systems, including budget, accounting, and internal controls. This role involves providing executive oversight, ensuring compliance with financial policies, and leading financial management transformation efforts to enhance customer service and accountability within the agency.

Responsibilities

  • Assist the Chief Financial Officer in providing executive oversight over financial management and systems.
  • Provide guidance to executives and staff on complex financial management and audit-related issues.
  • Direct the formulation of long- and short-range financial management planning for the agency.
  • Lead financial management transformation and improve customer service.
  • Oversee ICE's financial, accounting, budget, and asset management programs.
  • Provide day-to-day executive leadership to managing directors in resource management.
  • Ensure timely reporting and analysis of financial activities and compliance with policies.
  • Liaise with other Federal departments and agencies in the absence of the CFO.
  • Develop and maintain contact with DHS officials, other government agencies, and Congress.

Requirements

  • Progressively responsible executive leadership and supervisory experience at or above the GS-15 grade level.
  • Experience supervising a large number of employees through subordinate supervisors.
  • Ability to direct the work of an organizational unit and ensure the success of major programs or projects.
  • Experience in monitoring progress toward strategic organizational goals and evaluating performance.
  • Demonstrated ability to develop policy and perform other executive functions.

  • Ability to provide authoritative advice to senior officials on financial management activities.
