About the position

The Deputy Chief Financial Officer (DCFO) within the Office of the Chief Financial Officer (OCFO) at U.S. Immigration and Customs Enforcement (ICE) is responsible for overseeing the strategic development and maintenance of integrated financial management systems, including budget, accounting, and internal controls. The DCFO plays a critical role in ensuring the agency's financial integrity and performance by providing executive oversight, guidance, and leadership in financial management, program analysis, and compliance with audit recommendations.

Responsibilities

  • Assist the Chief Financial Officer in providing executive oversight over financial management and systems.
  • Provide oversight and guidance to executives and staff on complex financial management and audit-related issues.
  • Develop uniform financial management policies to simplify the control environment and increase accountability.
  • Direct the formulation of long- and short-range financial management planning for the agency.
  • Provide leadership for financial management transformation and improved customer service.
  • Lead ICE's financial, accounting, budget, and asset management programs, coordinating with other ICE programs.
  • Provide day-to-day executive leadership and direction to managing directors in resource management.
  • Ensure timely and complete reporting and analysis of activities and monitor accomplishment of OCFO goals.
  • Maximize the functional and financial value of capital assets throughout their lifecycle.
  • Liaise with other Federal departments and agencies in the absence of the CFO.

Requirements

  • U.S. Citizenship is required to apply for this position.
  • Progressively responsible executive leadership and supervisory experience at or above the GS-15 grade level.
  • Experience supervising a large number of employees through subordinate supervisors.
  • Ability to direct the work of an organizational unit and ensure the success of major programs or projects.
  • Experience in monitoring progress toward strategic organizational goals and evaluating performance.

  • Experience in managing complex financial management and accounting programs for large entities.
  • Ability to provide authoritative advice to senior officials on financial management activities.
