The Deputy Chief Financial Officer (CFO) position is a critical leadership role within the Office of the Chief Financial Officer (OCFO) at the Cybersecurity and Infrastructure Security Agency (CISA). This position is responsible for providing strategic leadership in the planning, formulation, budgeting, execution, analysis, and presentation of the agency's budget and resources. The Deputy CFO will establish policies and direct oversight of agency financial management personnel, activities, and operations, ensuring compliance with applicable laws and standards. This role involves preparing and transmitting annual reports to key stakeholders, including the Director and Deputy Director of CISA, the Department of Homeland Security (DHS), the Office of Management and Budget (OMB), and Congress. The Deputy CFO will monitor the financial execution of CISA's budget, controlling expenditures and implementing internal controls to ensure proper use of agency funds. In addition to overseeing the financial integrity and formulation of the agency's budget, the Deputy CFO will develop and maintain an integrated accounting and financial management system that complies with applicable accounting principles and standards. This includes ensuring that financial reporting is accurate and timely, and that cost information is developed and reported effectively. The Deputy CFO will also manage financial management personnel, providing policy guidance and oversight, and developing resource allocation strategies aligned with CISA's strategic plan. The role requires effective management of financial management systems design and enhancement projects, as well as the implementation of asset management systems. The Deputy CFO will be responsible for recruiting, selecting, training, and retaining personnel to carry out financial management functions, ensuring that staff performance is effectively managed. This position will also involve making recommendations to the CFO and Senior Leaders regarding policies, plans, and organizational goals, ensuring consistency in operations and effective central coordination of all programs and projects within the office.
