About the position

The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management.

Responsibilities

  • Provide guidance to ensure consistent information management (IM) practices to the ODNI elements and across the Intelligence Community (IC).
  • Manage mandatory IM programs for the ODNI.
  • Control information throughout its life cycle, focusing on records management, classification and prepublication management, and information review and release.
  • Represent the ODNI at various national and interagency committees related to classification and declassification.
  • Support the Chief of IMO in managing ODNI Classification and Prepublication, Declassification, Records, and Information Review and Release Programs.
  • Oversee and lead evaluations of obstacles to information flow across the IC.
  • Support the COO in her/his role as the Chief FOIA Officer and Senior Agency Official for Classification.
  • Establish and oversee ODNI and IC working groups, boards, and committees.
  • Provide leadership and guidance in preparing briefings, reports, and presentations for ODNI leadership and other intelligence consumers.
  • Build and maintain effective partnerships across ODNI, the IC, and the Executive Branch.
  • Lead a team of professional staff, assess performance, and provide feedback on personal development.

Requirements

  • Must be a current permanent ODNI employee or a current permanent Federal employee.
  • Must have supervisory approval to apply to the Joint Duty Assignment.
  • Must be currently at the grade level of the detail.

Nice-to-haves

  • At least six years of experience supporting IM in classification, declassification, prepublication, records, and/or information review and release.
  • Experience managing and/or working on budget-related portfolios.
  • Experience managing contracts.
  • Prior experience drafting/coordinating formal policy and standards.
