The Deputy Chief Information Officer (DCIO) for the Department of Innovation & Technology (DoIT) plays a crucial role in supporting the Illinois Department of Revenue (REV) by assisting the Chief Information Officer (CIO) in executing and implementing technology standards, policies, and projects that arise from new laws affecting taxes and the long-term plans of the Department of Revenue. This position encompasses a wide range of responsibilities, including the development and support of all applications, ensuring security safeguarding and audit compliance, adhering to Federal Pub 1075 compliance, managing databases, overseeing server farms, and handling network procurement, billing, and ancillary systems within the Information Technology Program Area. The DCIO collaborates closely with Division Managers to provide direction on priorities and support the maintenance of production systems, which include the Enterprise Tax Processing system, Document Imaging, data entry applications, Data Gateway, and various interfaces. This role also involves supporting various tax types processed by the Enterprise Tax Processing system, such as Business, Individual, and Withholding taxes, as well as activities related to registration, processing, collections, and audits. The DCIO represents the Department and the CIO in meetings, committing the IT Program Area to specific actions regarding information and technology services and systems, while providing leadership to technical experts to ensure long-term strategic planning. In addition to these responsibilities, the DCIO coordinates the day-to-day functions of the Program Area, establishing objectives and executing department technology standards for projects. This includes monitoring project budgets, assisting in technology expenditures, reviewing current projects, and approving procurements and maintenance requests. The DCIO identifies staff for specific projects, coordinates the planning and administration of agency projects, and evaluates progress through status reports and performance metrics. Furthermore, the DCIO participates in information and technology planning sessions, management meetings, and departmental advisory committees to develop and implement departmental objectives and goals, including assisting in the preparation of the annual budget request and forecasting budgetary needs. As a full line supervisor, the DCIO assigns and reviews work, provides guidance and training to staff, and manages performance evaluations and staffing needs. The role also involves reviewing products of systems support efforts, approving design documents, and ensuring that project objectives are met while directing the development and maintenance of support documentation and training programs.
