About the position

This position is located in the Department of Homeland Security (DHS), Office of Strategy, Policy and Plans (PLCY). The primary purpose of this position is to serve as an advisor to the Chief of Staff, coordinating initiatives and matters across the Office of Policy (PLCY), and managing certain functions in the PLCY Front Office. As a Deputy Chief of Staff, GS-0301-15, the incumbent will play a crucial role in ensuring effective communication and collaboration among various teams within the PLCY Front Office, including the scheduling team, Executive Secretariat, external engagement leads, and advisors to senior officials. The Deputy Chief of Staff will be responsible for identifying and elevating meetings and initiatives that require PLCY Front Office involvement, as well as delegating tasks to appropriate sub-offices or other DHS offices when necessary. In this role, the Deputy Chief of Staff will manage several key processes, including the scheduling and preparation of briefing materials for appointments and conferences, maintaining and disseminating policy correspondence and documents, and conducting research to prepare informational materials and decision memoranda for PLCY. The incumbent will also serve as a liaison with the Office of Legislative Affairs to ensure that the Under Secretary's legislative priorities are effectively communicated and advanced. This includes managing the development of Congressional briefing materials and ensuring timely responses to inquiries from Congressional staff. The position requires a high level of coordination and collaboration with various stakeholders to support the Chief of Staff and senior leadership in achieving the office's objectives.

Responsibilities

  • Serve as an advisor to the Chief of Staff and coordinate initiatives across the Office of Policy (PLCY).
  • Bridge communication and collaboration among various teams within the PLCY Front Office.
  • Identify and elevate meetings and initiatives that require PLCY Front Office involvement.
  • Delegate tasks to appropriate PLCY sub-offices or other DHS offices as necessary.
  • Manage the scheduling and preparation of briefing materials for appointments and conferences.
  • Maintain, control, and disseminate policy correspondence and documents for the Under Secretary and Deputy Under Secretary.
  • Conduct research and prepare informational materials and decision memoranda for PLCY.
  • Serve as a liaison with the Office of Legislative Affairs to articulate and advance the Under Secretary's legislative priorities.
  • Manage the development of Congressional briefing materials and ensure timely responses to inquiries from Congressional staff.

Requirements

  • One year of specialized experience equivalent to the GS-14 grade level in the Federal service.
  • Experience managing a portion of an office's portfolios to connect a senior official's initiatives, including scheduling operations and executive secretariat materials.
  • Experience representing and advancing the interests of a senior leader with oversight bodies and external affairs offices.
  • Experience supporting a senior-level executive by coordinating formal policy materials and conducting research.
  • Experience facilitating national security policy coordination and providing policy analysis to senior officials.
