About the position

The Deputy Chief Operating Officer for Strategy and Transformation (DCOO-ST) at the Internal Revenue Service (IRS) serves as a principal advisor to the Chief Operating Officer (COO) and is responsible for ensuring the efficient performance of ongoing support operations. This role involves developing policies, coordinating IRS actions, providing executive leadership, and overseeing human capital initiatives, operations support, and safety for the workforce. The DCOO-ST plays a critical role in advising on integrated policies and strategies, representing the COO in sensitive matters, and ensuring alignment with the President's Management Agenda.

Responsibilities

  • Serve as a principal advisor to the COO, ensuring they are informed on all policy matters.
  • Develop and implement policies impacting IRS operations and ensure compliance across the organization.
  • Coordinate IRS actions supporting the President's Management Agenda.
  • Provide executive direction for operations support programs to identify and solve complex issues.
  • Advise on the development of IRS-wide integrated policies and strategies to address cross-functional issues.
  • Represent the COO on sensitive issues in meetings and conferences related to IRS transformation efforts.
  • Coordinate with the COO Chief of Staff to provide strategic direction to the Transformation Program Management Office.

Requirements

  • U.S. citizenship is required.
  • Geographic mobility to accomplish the Service's mission is necessary.
  • Completion of a one-year probationary period may be required.
  • Successful completion of a background investigation is mandatory.
  • Ability to file a Confidential Financial Disclosure within 30 days of appointment.

Nice-to-haves

  • Experience in federal service at or above the GS-15 grade level or equivalent leadership level in other sectors.
  • Demonstrated ability to lead and manage large teams effectively.
