About the position

The Deputy Chief Technology Officer (DCTO) for Corporate Systems Products is a senior leadership role responsible for overseeing the development and management of product portfolios that support MTA corporate operations. This position involves leading technical teams, managing complex systems related to finance, payroll, and legal operations, and ensuring the delivery of high-quality technology solutions that align with the MTA's strategic goals. The DCTO will also develop strategies and roadmaps for IT application products, ensuring they meet market needs and integrate effectively with existing systems.

Responsibilities

  • Provides leadership in overall business planning, aligning technology and systems with MTA's strategic goals.
  • Leads a cross-functional product organization to deliver impactful solutions for MTA stakeholders.
  • Ensures continuous delivery of product services, measured by customer satisfaction and performance indicators.
  • Identifies and prioritizes product opportunities to improve service delivery to MTA and its ridership.
  • Facilitates consultation with stakeholders to define business and systems requirements for new technology implementations.
  • Monitors product application lifecycles and ensures IT needs are met on time and within budget.
  • Provides leadership on the evaluation, selection, implementation, and maintenance of information systems products.
  • Directs the selection, prioritization, development, and implementation of applications and infrastructure.
  • Ensures data integrity and security for personal and proprietary information.
  • Advises senior management on emerging technology trends and their potential use within MTA.
  • Supports interdepartmental activities and collaborates with various MTA departments.
  • Oversees strategic vendor relationships and addresses performance issues as needed.
  • Attracts, develops, and retains high-performance team members.
  • Builds product management expertise and knowledge of new technologies.

Requirements

  • Bachelor's Degree or related fields or equivalent experience.
  • Minimum of 12 years of relevant experience, with at least six years in supervisory/management roles.
  • Advanced organizational skills and ability to lead complex organizational systems.
  • Thorough understanding of IT delivery methodologies and related concepts.
  • Extensive experience in strategic planning, business planning, data analysis, and statistical process control.
  • Financial/budgeting planning and management experience.
  • Advanced knowledge of Application Development and/or Infrastructure technologies.
  • Successful track record in design, development, implementation, and maintenance of software systems.
  • Demonstrated ability to communicate effectively with key stakeholders and external agencies.
  • Strong managerial skills to direct a staff of professional and technical employees.

Nice-to-haves

  • Expert knowledge of software development processes and methodologies (e.g., Agile, Scrum, DevOps).
  • Familiarity with cloud services (e.g., AWS, Azure, Google Cloud) and experience in cloud migration.
  • Familiarity with cybersecurity principles and experience in implementing security protocols.
  • Expertise in project management tools and techniques.

Benefits

  • Eligible for telework (two days per week after 30 days of hire).
  • Competitive salary range of $204,716 - $241,632.
