About the position

The Deputy Chief Technology Officer (CTO) at the Office of Financial Management (OFM) is responsible for overseeing the technological operations and tactical implementation of the One Washington project, which aims to modernize state government technology. This role involves collaboration with various stakeholders, managing technical workstreams, and ensuring alignment with project goals. The position allows for flexible telework and is critical in driving technology transformation within Washington State government.

Responsibilities

  • Oversee day-to-day technological operations and tactical implementation of One Washington's technical workstreams.
  • Collaborate with the One Washington leadership team, vendor system implementers, and various stakeholders.
  • Assist in managing and implementing the technical components of the One Washington program.
  • Provide support and guidance to technical workstream/team leads on various technical aspects.
  • Oversee Workday ERP system training for all technical staff assigned to the project.
  • Select, hire, onboard, and supervise three employees within the One Washington technology team.
  • Encourage employee engagement and team cohesion through consistent communication and support.
  • Align team with OFM and One Washington mission, vision, and values.
  • Lead by example and set standards for performance and quality expectations.
  • Serve as a liaison between technical staff, executive management, and various stakeholder groups.

Requirements

  • Bachelor's degree in computer science, information technology, or a related field (additional experience may substitute for education).
  • Eight or more years of professional experience in overseeing or leading large and/or complex system implementations.
  • Four years of experience directly supervising or managing technical staff.
  • Strong ability to communicate effectively, both written and verbally.

Nice-to-haves

  • Master's degree in computer science, information technology, or a related field.
  • Experience with Project Management principles and methodologies, preferably with PMP certification.
  • Governmental/public-sector experience in managing complex IT projects.
  • Experience with enterprise resource planning (ERP) system implementations, especially with Workday.
  • Ability to multitask and meet deadlines in a fast-paced environment.
