About the position

The Deputy Commissioner for Technology will assist the Executive Deputy Chief Information Officer (EDCIO) in managing critical technology projects and ensuring that IT services align with the needs of various state agencies. This role involves strategic planning, governance, and collaboration with agency leaders to optimize IT resources and investments, while also ensuring that the operational support provided by the Information Technology Services (ITS) meets the expectations of client agencies.

Responsibilities

  • Assist the EDCIO in planning, developing, delivering, and operating IT services consistent with the New York State IT Strategic Plan.
  • Participate in Governance Board activities and provide recommendations regarding IT investment decisions and project portfolio management.
  • Review the framework for new projects, including budgets, staff resources, and hardware/software needs.
  • Ensure that the business needs of customers are considered throughout the project lifecycle.
  • Develop and implement communication plans for customers, IT staff, enterprise executive staff, and other CIOs.
  • Lead operational escalation to ensure services meet customer expectations.
  • Ensure client agencies' IT needs are met within budget and technical requirements.
  • Collaborate with agency Commissioners and program directors to align IT investments with agency business needs.
  • Participate in client agency IT strategic planning and setting priorities for significant technology projects.
  • Contribute to the development and updating of a Statewide IT Strategic Plan, ensuring alignment with agency-level plans.
  • Meet regularly with agency leaders to ensure proactive communication regarding ITS initiatives.
  • Provide input in the development of strategies and plans for enterprise technology initiatives.
  • Collaborate with ITS Executive Staff on standardization of data elements, database management, security needs, and software development.
  • Identify opportunities for sharing IT services across agencies and develop common technology solutions.
  • Evaluate technology standards and efficient delivery of technology services throughout ITS.
  • Oversee project deliverables, resolve issues, and advise executive staff on potential impacts to outcomes.

Requirements

  • Eight years of experience in developing, leading, and managing critical technology projects.
  • An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years; a master's degree may substitute for five years.
  • Five years of progressive experience in technology leadership is preferred.
  • Two or more years of senior leadership experience in leading cross-functional teams is preferred.
  • Excellent interpersonal skills to influence and effect change across business lines at senior levels.
  • Outstanding analytical and problem-solving abilities with an understanding of statistical analytics.
  • Excellent oral and written communication skills, able to explain digital concepts to business leaders and vice versa.
  • Proven record of effective leadership, including the ability to build teams and consensus.
