About the position

The Deputy Compliance Officer and Senior Employment Counsel supports the Chief Compliance Officer in leading CCOH's corporate compliance department by reporting on divisional compliance risks, opportunities, and regulatory matters, fostering a strong compliance culture across Clear Channel businesses, implementing and monitoring internal controls, and ensuring the timely remediation of compliance issues. This role is also responsible for developing and ensuring the organization's employment policies and procedures are in full compliance with all applicable laws and regulations.

Responsibilities

  • Serves as a key member of CCO's Legal senior team, collaborating with management to develop Employment and Compliance-related risk management and compliance strategies.
  • Manages, coaches, and develops their team, holds them accountable against metrics and expectations, provides recognition and performance feedback by maximizing individual's talents.
  • Consolidate CCO's compliance efforts and secure support from senior leadership and divisional management to ensure visible co-leadership on compliance issues.
  • Design, update, and deliver training on compliance policies and controls related to economic crime, anti-trust, privacy, human rights, and cyber threats/ransomware.
  • Coordinate compliance efforts across CCOA, CCOH, and Airports, improve processes in line with DOJ, SOX, and SEC guidance, and manage a small compliance team with cross-functional support.
  • Assess and function as approver for requests made pursuant to CCO's 'Gifts and Entertainment,' Sponsorship and Donation and Conflict of Interest policies.
  • Own and, as necessary, update CCO's Anti-Corruption and Gifts & Entertainment policies.
  • Liaise with stakeholders across Legal, Cyber, Finance, Procurement, HR, and Internal Audit to ensure support for compliance activities.
  • Implements and assists management in design and development of group-level and local US processes and controls to manage compliance risks.
  • Monitors the effectiveness of internal controls and identify areas for improvement in CCO's compliance environment, collaborate with Internal Audit, Legal, and operational management to address emerging risks and issues.
  • Co-lead investigations from internal audits, whistleblowing reports, and compliance assessments, facilitate issue remediation, and escalate critical risks as needed.
  • Provides day-to-day legal advice and counseling on a broad range of employment issues, including hiring, compensation and benefits, wage and hour, government audits, HR practices, performance management, terminations, and others as requested.
  • Oversees employment litigation collaborating closely with the Company's litigation group, including responding to subpoenas, handling EEOC charges and state-level equivalent charges, Department of Labor issues, government inquiries, and workers compensation claims.
  • Conducts and/or supports internal and external investigations of complaints concerning violation of Company policies, laws, and regulations.
  • Monitors and interprets changes to and trends in government and legislative matters at the federal, state, and local level related to employment law issues.
  • Conducts legal research, drafts corresponding documents, and memos, and provides legal interpretations of laws and regulations.
  • Drafts internal policies and assist with monitoring policy compliance.
  • Researches and evaluates risks relative to operational policies and processes. Assists HR in periodic review of employment-related policies and procedures.
  • Performs independent special projects of a legal and confidential nature for the department or company, as assigned.
  • Coordinates across CCO, working with Corporate and Business Units to address employment and compliance issues and apply effective risk management techniques.
  • Manages relationships with external law firms, consultants, and other external resources ensuring proactive advice and resolution of employment and compliance-related matters.

Requirements

  • Bachelor's degree in business or related field or a combination of relevant work, military, and educational experience.
  • Juris Doctorate from an accredited US law school.
  • Member of a state bar in good standing and eligible to register as in-house counsel in state of residence.
  • Minimum seven (7) years' experience practicing as an attorney with demonstrated skills in employment law and compliance.
  • Experience with employment-related laws concerning but not limited to discrimination, harassment, compensation, benefits, accommodations/leaves of absence, union/labor relations implications and workplace safety.
  • Experience in developing and managing Compliance programs, including the drafting of policies and procedures, creating, and organizing training, analysis of Compliance risk, leading internal investigations, writing internal reports and dealing with regulatory authorities.
  • Three (3) years supervisory experience preferred.
