About the position

The Deputy Director of Business Operations for the City of Kansas City plays a crucial role in assisting the Director in the overall management and planning of the Parks & Recreation Department. This position involves overseeing a significant parks system, managing substantial budgets, and ensuring effective communication and coordination with various city departments and community groups. The Deputy Director is responsible for strategic planning, policy development, and the evaluation of public parks and services, while also stepping in for the Director as needed.

Responsibilities

  • Assists the Director in the planning and overall management of the department.
  • Manages a parks system of 11,300 acres of parkland, 221 Parks, 5 golf courses, and 10 Community Centers.
  • Oversees an annual operating budget of approximately $66 million and a capital budget of over $12 million.
  • Assists in the management of the Planning & Design Division and Financial Services/Budget Division.
  • Serves as department coordinator for PIAC, attending PIAC meetings and monitoring PIAC projects.
  • Works with Financial Manager to maintain open and productive communication with the city's Budget Office.
  • Oversees department's contract management.
  • Acts as a liaison with the administration of all city departments and with applicable community groups.
  • Manages the department's GO Bond budgeting and planning.
  • Leads the department's budget and capital budget creation.
  • Performs presentations to the public and city leadership as required.
  • Develops, communicates, monitors policies, procedures, and standards for the Department and recommends improvements when necessary.
  • Plans and implements short and long range goals, objectives, organizational structure for the overall direction of the Parks & Recreation Department.
  • Evaluates the effectiveness of public parks, facilities, and services.
  • Assumes duties of the Director in their absence, including presentations to City Council and Board of Parks & Recreation Commissioners.
  • Exercises resourcefulness in solving problems and assuming responsibility for direction of projects.

Requirements

  • 7 years of senior executive management experience in an urban setting.
  • Accredited Bachelor's Degree in Parks & Recreation, Public Administration, or related field preferred.
  • Experience in financial management and budgeting, including financial forecasting and cost-benefit analysis.
  • Broad knowledge of park maintenance, operations, and infrastructure issues.
  • Experience with developing strategic plans and long-term capital improvement plans.

Benefits

  • Full-time position with a competitive salary range of $9,117-$19,167 per month.
  • Normal work schedule: Monday-Friday, 8:00 a.m.-5:00 p.m.
