About the position

The Deputy Director of Economic Development plays a crucial role in assisting the Economic Development Director in managing the department's operations, which include business attraction, retention, and citywide redevelopment initiatives. This position involves complex administrative and managerial functions aimed at aligning departmental activities with the city's strategic objectives, ensuring optimal performance, and fostering employee engagement. The Deputy Director will lead various divisions within the department and oversee special projects, making significant contributions to the economic growth of Glendale.

Responsibilities

  • Assist the Economic Development Director in planning, organizing, and directing research and implementation efforts for economic development objectives.
  • Manage complex special projects as directed by the Economic Development Director or City Manager.
  • Meet with internal staff, developers, and business owners to develop programs for attracting and retaining businesses.
  • Make presentations on behalf of the department to external groups and organizations, including the City Council.
  • Respond to media, citizen, and business inquiries and complaints.
  • Prepare and review grant applications and comprehensive reports.
  • Assign and review the work of subordinates, evaluating their performance.
  • Administer the departmental budget in accordance with program goals.
  • Ensure quality customer service from departmental staff and programs.
  • Serve as a liaison between interdepartmental staff and private sector interests.
  • Resolve complex or sensitive issues related to employees and clients.
  • Interpret and enforce city ordinances related to economic development.
  • Manage the formulation and implementation of department policies and programs.
  • Negotiate agreements with various stakeholders including tenants and developers.
  • Act in the absence of the Director, providing leadership and accountability.
  • Seek professional training to advance departmental programs and services.
  • Supervise division administrators and program managers, including hiring and performance evaluation.

Requirements

  • Bachelor's degree in economics, planning, business, marketing, public administration, or a related field.
  • Two years of supervisory experience.
  • Five years of program management experience in relevant areas such as business operations or urban economic development.
  • Knowledge of economic development marketing and branding, urban planning, and redevelopment financing.
  • Ability to negotiate, perform cost/benefit analyses, and apply modern management techniques.

Nice-to-haves

  • Experience in digital content creation and marketing techniques.
  • Familiarity with laws, ordinances, and regulations of government agencies.
  • Strong customer service practices.

Benefits

  • Competitive salary range of $113,333 - $170,000 annually.
  • Participation in the Arizona State Retirement System (ASRS) with a mandatory contribution rate of 12.27%.
  • Accrual of vacation leave at 5.33 hours per pay period, increasing with years of service.
  • Accrual of sick leave at 4.4 hours per pay period.
  • 10.5 holidays observed per year plus additional special leave for cultural or religious holidays.
