About the position

The Deputy Director, Employee Relations is responsible for overseeing Employee Relations and Labor Relations within the San Mateo County Transit District. This role involves managing employee relations strategies, collective bargaining agreements, grievance processes, and leave management support. The Deputy Director will supervise staff, ensure compliance with EEO policies, and develop training programs for various stakeholders.

Responsibilities

  • Oversee employee relations strategies, programs, and policies to ensure a quality work environment.
  • Manage union/management relations on collective bargaining agreements and employment laws.
  • Administer grievance and arbitration programs, and oversee the Drug-Free workplace program.
  • Serve as a business partner to leave management services, including workers' compensation and reasonable accommodation issues.
  • Supervise staff, including hiring, mentoring, and conducting performance evaluations.
  • Ensure consistent administration of personnel policies and labor relations programs.
  • Develop labor costing scenarios and recommendations for negotiations.
  • Negotiate significant impacts related to wages, hours, or terms and conditions of employment.
  • Oversee arbitrations and lawsuits, acting as the District representative when necessary.
  • Develop and implement training programs for managers and employees on employer-employee matters.

Requirements

  • Bachelor's degree in public administration, business administration, human resources management, or related field.
  • At least six years of increasingly responsible employee relations or labor relations management experience.
  • At least three years of full-time management experience.

Nice-to-haves

  • SPHR certification
  • Experience as an employer advocate in arbitration proceedings.
  • Experience in collective bargaining and developing complex cost proposals.
  • Experience with diverse organizational structures including union and non-union employees.
  • Experience in developing supervisor and leadership training programs.
  • Superior written and oral communication skills.
  • Proficient in Microsoft Office Suite.
