About the position

The Deputy Director for Operations in the Mayor's Office of Performance and Innovation (OPI) is a senior-level role responsible for overseeing the CitiStat program and the City Operations (CitiOps) function. This position focuses on driving efficiency and continuous improvement of Baltimore City services through strategic leadership and management of complex projects that align with long-term city goals. The role requires a visionary leader with a proven track record in large-scale operations, strategic planning, and performance improvement.

Responsibilities

  • Direct the CityOps function to optimize internal efficiency and implement technical solutions that enhance city services.
  • Oversee the CitiStat program, developing performance metrics and driving data-based decision-making.
  • Ensure the use of key performance indicators (KPIs) to enhance agency accountability and service delivery.
  • Coordinate major operational programs, fostering collaboration between city agencies and executing major city initiatives.
  • Develop and implement tools for tracking and reporting on citywide performance and operations.
  • Design systems that provide insights into operational performance and service delivery outcomes.
  • Promote a culture of continuous improvement by identifying challenges and executing strategies for operational excellence.
  • Drive the adoption of data products across city government to improve transparency and engagement.
  • Partner with senior city leadership and stakeholders to identify operational challenges and collaborate on solutions.
  • Regularly communicate progress and outcomes to stakeholders and gather feedback.

Requirements

  • Proven experience leading large, complex programs with citywide or organization-wide impact.
  • Ability to provide forward-thinking leadership to drive performance improvement and operational efficiency.
  • Expertise in managing cross-functional teams and overseeing large-scale performance or operational programs.
  • Understanding of technology systems and modern system architecture for efficient technical solutions.
  • Ability to leverage data and analytics to drive decisions and implement solutions.
  • Strong communication skills to present complex information to senior executives and diverse stakeholders.
  • Experience in developing and implementing operational policies that align with citywide goals.
  • Ability to lead and mentor senior managers and operational staff.
