About the position

The Deputy Director of the Loan Portfolio Management Division at the Department of Energy is responsible for overseeing the management and monitoring of closed loan guarantees. This role requires strong leadership, business acumen, and negotiation skills to effectively manage a complex portfolio of federal loans, ensuring compliance and risk management throughout the loan lifecycle.

Responsibilities

  • Serve as the chief oversight manager for approved DOE loan guarantees.
  • Direct organizational activities of the Loan Portfolio Management Division.
  • Manage the life cycle of approved loans from financial close to final payment or expiration.
  • Establish processes and oversight requirements for portfolio management and project oversight.
  • Develop Credit Monitoring Plans (CMPs) for risk assessment of individual projects.
  • Collaborate with other division directors on CMP development.
  • Monitor compliance with CMPs and approve project credit reports.
  • Oversee post-issue asset management activities and reassess risk profiles of projects.
  • Negotiate debt rescheduling and manage recovery actions.
  • Represent DOE in negotiations with borrowers and external stakeholders.
  • Establish loan loss reserves and develop claim methods and procedures.
  • Provide input to the LPO Originating Division prior to loan closure.
  • Participate in business closing meetings to ensure adequate information for loan monitoring.
  • Develop and present briefings for various stakeholders, including the Secretary of Energy.

Requirements

  • U.S. Citizenship or National status.
  • Progressively responsible executive leadership and supervisory experience.
  • In-depth knowledge of diverse finance structures, including project finance and credit risk management for large-scale loans.
  • Experience preparing and adhering to credit monitoring plans and compliance with federal regulations.
  • Management experience in recruiting and developing asset management teams.
