About the position

We're looking for our next Deputy Director of Operations! Are you passionate about transit, possess strong leadership abilities and enjoy working with the public? We need you! Under the direction of the Director of Operations, the Deputy Director of Operations is responsible for overseeing the delivery of safe and efficient fixed-route transit services and ensures optimal service performance. As a member of the DASH Senior Management Team (SMT), the Deputy Director of Operations plays a vital role in long term planning and development of DASH bus services. This position leads the operations management team, monitors key performance indicators, and develops methods to effectively utilize equipment and workforce resources. This position directly supervises and provides performance feedback and training to the Operations Manager who in turn oversees a team of Transit Operations Supervisors and Field Supervisors. The Deputy Director of Operations plays a key role in establishing and maintaining positive workforce relations and employee morale. Assists the Director of Operations in providing overall leadership to the Operations Department through various administrative and supervisory functions including policy development, budget oversight, managing special events, projects, charter services, and assessment of statistical data and performance results. This position will also play an important role in coordinating between departments to ensure quality service is provided to DASH customers. The Deputy Director of Operations is responsible for overseeing the delivery of safe and efficient fixed-route transit services and ensuring optimal service performance. This includes providing oversight and leadership of the day-to-day operations and management functions including the DASH Operations Control Center (DOCC), daily scheduling, operations payroll, field supervision, garage coordination, clerical functions, personnel management, service management, and emergency response. The role requires monitoring overall system operations to ensure resources such as vehicles and staff are adequate and deployed efficiently to address service issues as needed. The Deputy Director will ensure proper staff coverage and recruitment planning at all levels of the Operations Department, handle system emergencies and service recovery, and monitor service quality to proactively identify and address operational deficiencies and customer pain points. This position also involves working closely with the Deputy Director of Fleet Maintenance to support operational service needs, identifying training needs, ensuring compliance with relevant laws and regulations, and acting as an ambassador to the public.

Responsibilities

  • Overseeing the delivery of safe and efficient fixed-route transit services.
  • Monitoring key performance indicators and developing methods to effectively utilize equipment and workforce resources.
  • Directly supervising and providing performance feedback and training to the Operations Manager.
  • Ensuring optimal service performance and maintaining positive workforce relations.
  • Assisting the Director of Operations in providing overall leadership to the Operations Department.
  • Managing special events, projects, charter services, and assessment of statistical data and performance results.
  • Providing oversight and leadership of the day-to-day operations and management functions including the DASH Operations Control Center (DOCC).
  • Monitoring overall system operations to ensure resources such as vehicles and staff are adequate and deployed efficiently.
  • Ensuring proper staff coverage and recruitment planning at all levels of the Operations Department.
  • Handling system emergencies and service recovery efficiently and communicating timely with senior management.
  • Monitoring service quality to proactively identify and address operational deficiencies and customer pain points.
  • Working closely with the Deputy Director of Fleet Maintenance to support operational service needs.
  • Identifying and supporting opportunities for remedial, reinforcement, and refresher training needs.
  • Establishing workforce training and development goals and objectives in conjunction with the Operations Manager and Training Department.
  • Ensuring compliance with the collective bargaining agreement (CBA), Company handbook, and all applicable laws and regulations.
  • Administering employee discipline in the absence of the Operations Manager or in severe cases as needed.
  • Managing DASH private charter program and ensuring successful charter service delivery.
  • Identifying and researching trends affecting safety, service, schedule, and operational efficiency.
  • Reporting Key Performance Indicators (KPIs) and overall performance to the Director of Operations and SMT.

Requirements

  • Bachelor's degree in Public Administration, Business Administration, or related field.
  • 3 years of administrative experience in a transit or operations environment.
  • Supervising experience in a management role.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Strong understanding of fixed route transit operations and service area.
  • Knowledge of transit rules and regulations (FTA, FMSCA, DOT, OSHA).
  • Excellent communication skills for guidance, mentorship, and instruction.
  • Strong data collection and dissemination skills.
  • Ability to interpret and enforce company policies, procedures, and CBA.
