About the position

The Deputy Director of Procurement at the Maryland Transportation Authority (MDTA) is responsible for developing, implementing, and overseeing procurement programs across various categories including construction, services, and information technology. This role involves managing staff, ensuring compliance with procurement laws, and representing the MDTA in procurement matters. The position emphasizes leadership, strategic oversight, and continuous improvement of procurement processes.

Responsibilities

  • Manage and supervise the timely procurement of all contracts in accordance with applicable laws and policies.
  • Continuously review and improve procurement policies and procedures.
  • Select, hire, supervise, and evaluate subordinate staff.
  • Delegate authority and assign work to subordinate staff based on qualifications and workload.
  • Develop and conduct training for MDTA staff in procurement processes.
  • Act as a procurement advisor and technical expert to management and staff.
  • Make recommendations regarding bid protests or contract claims.
  • Ensure purchasing practices encourage competition and best value procurements.
  • Represent the MDTA in procurement matters in the absence of the Procurement Director.

Requirements

  • Bachelor's degree in accounting, business administration, management, finance, economics, supply chain management, or a related field.
  • Eight years of professional contract management or procurement experience, with four years in professional procurement functions.
  • Two years of formal supervision experience.

Nice-to-haves

  • Maryland State Procurement experience.
  • Certified Public Purchasing Buyer (CPPB) certification.
  • Certified Public Purchasing Officer (CPPO) certification.
  • Certified Maryland Procurement Officer (CMPO) certification.
  • Certified Purchasing Manager (CPM) certification.
