About the position

The Deputy Director of Public Works assists the Director of Public Works in managing and overseeing the Public Works Department. This position is responsible for administrative duties in managing, planning, and directing the activities of the Public Works Department, which includes the sanitary sewer and storm sewer utilities. The operations of Public Works encompass street maintenance, sanitary and storm sewer management, snow and ice control, refuse collection, and urban forestry. The Deputy Director coordinates and plans work with the maintenance foreman and streets lead, ensuring that all operations run smoothly and efficiently. In this role, the Deputy Director is responsible for making recommendations and completing analyses regarding budgeting and the coordination of the capital improvement program for facilities, streets, water, and sewers. The position operates under the general direction of the Village Administrator/Director of Public Works and is expected to carry out most duties independently, demonstrating a high level of initiative and responsibility. Key duties include assisting in the preparation of Public Works budgets, analyzing productivity, preparing operational reports, forecasting user trends, and reviewing financial reports. The Deputy Director also creates and presents periodic reports to the Administrator and Village Board, develops and standardizes procedures to improve service delivery, and works closely with engineers to optimize infrastructure work. Safety coordination is a critical aspect of the role, involving scheduling training for employees, maintaining safety records, and ensuring compliance with safety regulations. Additionally, the Deputy Director manages risk for the Village in coordination with the Cities, Village and Municipalities' Insurance Company (CVMIC). The position also involves facilities and maintenance management, where the Deputy Director collaborates with the Maintenance Foreman to develop work plans for all facilities and structures, prepares budget recommendations, and assists in inventory management. Team management responsibilities include evaluating employee performance, participating in hiring seasonal staff, and overseeing the work of assigned employees. The Deputy Director also addresses public inquiries and complaints regarding public works and right-of-way matters, participates in the development of policies and objectives, and attends Village Board meetings as required.

Responsibilities

  • Assist the Director of Public Works in managing and overseeing the Public Works Department.

  • Work with the Engineer to optimize infrastructure work and analyze challenges.
  • Schedule training for Village employees in equipment operation and maintenance.
  • Coordinate and perform monthly and annual safety training opportunities.
  • Maintain safety records and monitor compliance with safety regulations.
  • Develop policy recommendations for facility maintenance and assist in budget preparation.
  • Evaluate employee performance and participate in hiring seasonal staff.
  • Address public inquiries and complaints regarding public works matters.

Requirements

  • 5 years of experience in public works or a related field.
  • Strong budgeting and financial analysis skills.
