About the position

The Deputy Director of the Office of Financial Resources at the Department of Health and Human Services (DHHS) plays a crucial role in overseeing the financial operations of the Substance Abuse and Mental Health Services Administration (SAMHSA). This position is responsible for the daily direction and management of various divisions related to budget, grant management, and financial advisory services, ensuring effective execution of the agency's budget and compliance with appropriations law.

Responsibilities

• Provide daily direction and oversight of all activities in the Division of Budget, Division of Grant Management, Division of Contracts Management, and other related offices.
• Review and evaluate the adequacy and effectiveness of internal operating systems and direct process improvement efforts.
• Provide expert advice on the formulation, presentation, justification, and execution of the agency's budget.
• Oversee the development of annual performance plans and other performance management requirements.
• Manage the budget process, including policies, execution, and analysis of budget requests.

Requirements

• U.S. Citizenship is required.
• Demonstrated progressively responsible leadership experience indicative of senior executive level managerial capability.
• Experience at or above the equivalent of the GS-15 level in government or related sectors.
• Possession of the Fundamental Competencies and Executive Core Qualifications (ECQs) as outlined in the job description.
