About the position

The Long Beach Community College District is seeking a qualified individual for the position of Deputy Director, Purchasing and Contracts. This role is pivotal in planning, directing, managing, evaluating, and overseeing the activities of staff engaged in preparing, reviewing, and processing District contracts, formal bids, requests for qualifications, requests for proposals, purchase orders, and purchasing operations. The Deputy Director will establish policies and procedures for multiple work groups within the department, ensuring compliance with federal, state, and local codes, regulations, laws, and policies related to purchasing and contracts. The ideal candidate will possess a high level of experience and knowledge of the principles, practices, and methods used in public agency competitive bidding, purchasing, surplusage, and contract administration. Additionally, the candidate should be adept in drafting and administering complex purchase, rental, service contracts, and other third-party contracts while enforcing contract provisions. The successful candidate will demonstrate adaptability and flexibility, possess creative problem-solving skills, and exhibit exceptional customer service, business communication, project management, and organizational skills. Building rapport with internal and external stakeholders across the District and leading a diverse team will be essential. This position is full-time, requiring 40 hours per week, and will support both campuses, with the possibility of being located at either the Liberal Arts Campus (LAC) or Pacific Coast Campus (PCC). The salary range for this position is $113,851.00 - $155,123.00 annually, and the eligibility list will be valid for six months once approved or ratified by the Personnel Commission.

Responsibilities

  • Plan, direct, manage, evaluate, and oversee the activities of staff engaged in preparing, reviewing, and processing District contracts, formal bids, requests for qualifications, and requests for proposals.
  • Establish policies and procedures for multiple work groups within the department.
  • Ensure compliance of purchase order, contract, formal bid, RFP, and RFQ activities with federal, state, and local codes, regulations, laws, and policies.
  • Manage purchasing staff involved in the procurement of goods and services.
  • Act as an interface with legal entities related to assigned responsibilities.
  • Conduct training workshops to provide information regarding contract development, formal bidding, and purchasing processes and procedures.

Requirements

  • Bachelor's degree in public administration, economics, business administration, paralegal studies, or a closely related field.
  • Four (4) years of increasingly responsible professional experience in purchasing and developing and administering public agency contracts, with at least two (2) years in a supervisory or lead capacity.
  • Valid California driver's license and the ability to maintain insurability under the District's vehicle insurance policy.
