About the position

The Deputy Director of Transportation & Environmental Services (T&ES) will lead a diverse team within the City's Operations and Maintenance Divisions, focusing on delivering high-quality, front-line services to residents and businesses in Alexandria, VA. This role is pivotal in ensuring that the community's public infrastructure concerns are addressed creatively and responsively while maintaining a strong emphasis on safety and well-being for staff. The Deputy Director will embody the T&ES Leadership Philosophy, which prioritizes engagement, collaboration, diversity, and decision-making at all levels of the organization. In this senior executive position, the Deputy Director will report directly to the Director of T&ES and will be responsible for providing strategic direction and management to the Operations and Maintenance Team. This includes overseeing refuse collection, street cleaning, fleet management, streets and storm/sewer maintenance, and traffic management. The ideal candidate will possess extensive experience in managing horizontal infrastructure operations and maintenance, demonstrating strong fiscal and business acumen, as well as excellent communication and customer service skills. The Deputy Director will also play a crucial role in facilitating the city's transition into collective bargaining, ensuring that the well-being of T&ES employees remains a top priority. Responsibilities will include addressing deferred maintenance of critical infrastructure, implementing technological systems for operational efficiency, managing the Operations and Maintenance budget, and coordinating with contractors for maintenance services. The Deputy Director will lead efforts during weather-related events, ensuring effective communication and resource allocation to address community needs promptly. Overall, this position requires a strategic thinker with a strong management background, capable of fostering a progressive, equitable, and collaborative culture within the department, while effectively representing the City to various stakeholders.

Responsibilities

  • Lead and manage the City's Operations and Maintenance Team, focusing on refuse, street cleaning, fleet, streets, storm/sewer maintenance, and traffic management.
  • Address deferred maintenance of storm and sanitary sewers, bridges, and roads while managing day-to-day responsibilities.
  • Implement and utilize technological systems for managing, assigning, tracking, and reporting departmental maintenance activities to maximize operational efficiencies.
  • Emphasize safety in all operations and maintenance activities.
  • Lead the sustainability, development, management, and control of the Operations and Maintenance budget.
  • Administer City maintenance contracts with outside parties and coordinate contractor work.
  • Implement best practices and achieve APWA Reaccreditation for the department.
  • Lead weather-related event response efforts, ensuring timely follow-up procedures are in place.
  • Coordinate with relevant teams and stakeholders during weather-related emergencies to optimize resource allocation and communication.
  • Transition the City's fleet through sustainable fleet management principles.

Requirements

  • A four-year college degree in public administration, construction management, civil engineering, or a related field.
  • Extensive maintenance, operations, and public works experience related to public infrastructure, including management of large work units and complex programs.
  • Strong management and administrative skills with a strategic perspective.
  • Excellent communication skills, both orally and in writing, with a diverse range of stakeholders.

Nice-to-haves

  • Six or more years of increasingly responsible public maintenance and operations management experience.
  • At least three years of experience directing or supervising others.
  • A bachelor's degree in public administration, construction management, or civil engineering, or a related field.
  • Possession of a PE (Professional Engineer) or MPA (Master of Public Administration) is highly desirable.
  • Experience in collective bargaining environments.
