About the position

The Deputy Finance Director is responsible for planning, organizing, and managing the city's financial management program, which includes investment of funds, accounting, and revenue administration. This role involves supervising mid-management, technical, and clerical staff, and requires a high degree of independence in decision-making. The Deputy Finance Director will assist in various financial operations, including budgeting, auditing, and financial reporting, while ensuring compliance with city policies and procedures.

Responsibilities

  • Plan, organize, and manage the accounting, budgeting, auditing, purchasing, investment of funds, revenue administration, and central services provided by the department.
  • Assist in the audit and budgetary control over payment of bills, invoices, payroll, and all other vouchers for payment.
  • Assist with the implementation of accounting systems and procedures.
  • Prepare financial statements and reports for presentation to City Council reflecting the financial standing of the city.
  • Maintain supporting records of financial transactions.
  • Provide for the custody, handling, and safekeeping of cash.
  • Participate in the preparation of the departmental budget.
  • Assist with the development of preliminary and final estimates of city expenditures and revenues.
  • Establish policies and procedures for investments.
  • Conduct performance evaluations and explain policies, procedures, and objectives of the city to assigned staff.
  • Conduct studies and investigations, and prepare reports of findings and recommendations.
  • Represent the city in meetings and assist with the physical inventory of city properties.
  • Assign, train, review, and supervise the work of assigned clerical, technical, and supervisory staff.

Requirements

  • Bachelor's degree in Accounting or related field.
  • Minimum of 2 years of senior-level accounting experience.
  • Valid California Driver's License.

Nice-to-haves

  • Experience in municipal finance or government accounting.
  • Knowledge of financial analysis and research methods.
  • Familiarity with data processing systems and procedures as they apply to financial record-keeping.
