About the position

The Deputy Financial Officer is a key role within the Office of Finance and Accounting, responsible for strategic financial planning, revenue forecasting, budget development, financial performance reporting, and financial analysis. This position serves as the second-ranking financial management professional in the city, assisting the Chief Financial Officer (CFO) & Controller with various financial duties and advising on fiscal policy and financial management topics.

Responsibilities

  • Supervises and directs assigned personnel, including interviewing applicants, hiring, and preparing related paperwork.
  • Assists the CFO & Controller with principal financial management functions.
  • Advises the Mayor on fiscal policy and financial management topics, including taxation, borrowing, investing, risk management, and allocation of funds.
  • Serves as a liaison with the Common Council on all fiscal matters, providing support to the Finance Committee and making presentations as needed.
  • Collaborates with city departments on strategic financial planning and analysis work.
  • Executes accurate and timely dissemination of financial management reports, including recurring financial performance tracking reports and budget summary reports.
  • Assists with city financial risk management, including procuring insurance and administering self-insurance funds.
  • Serves as the city's primary resource on municipal budgeting laws, regulations, and processes.
  • Executes the city's annual budget development process and collaborates with departments to complete tasks.
  • Administers the city's multi-year capital budget process.

Requirements

  • Baccalaureate Degree in Accounting, Economics, Finance, Business, or Public Administration.
  • Minimum of five years of related experience, or equivalent combination of education and experience.
  • Advanced knowledge of governmental and municipal finance principles and practices, preferably in Indiana.
  • Working knowledge of Federal, State, and City policies, procedures, and legal requirements.
  • Ability to apply financial and accounting principles and perform relevant calculations accurately.
  • Thorough knowledge of budgeting and governmental accounting principles.
  • Ability to interpret financial records and reports and perform comparative analysis.

Nice-to-haves

  • Master of Business Administration (MBA) or Master of Public Administration (MPA).
  • Government Finance Officers Association's Certified Public Finance Officer (CPFO) designation.

  • Salary range of $91,000.00 - $101,499.84 Annually.
