About the position

The Deputy Labor Relations Manager will lead a team responsible for managing daily labor relations activities on construction projects. This role involves providing strategic advice to resolve labor disputes, grievances, and work stoppages, while also implementing process improvement initiatives to foster positive labor relations and prevent issues that could delay project schedules.

Responsibilities

  • Interpret and administer applicable labor union contracts and enforce work rules.
  • Analyze jurisdictional work assignments based on local precedents and practices.
  • Conduct and provide guidance in informal and formal grievance hearings according to labor union contract procedures.
  • Collaborate with Bechtel's Legal and Human Resources on labor union organization attempts.
  • Work with local labor union officials to meet affirmative action goals and apprenticeship ratios.
  • Conduct jobsite training programs for manual employees and supervisors.
  • Assist in material and equipment purchases and subcontractor selection when delegated.
  • Develop documentation for legal actions arising from labor disputes and serve as a witness when required.
  • Implement craft process improvement programs at the jobsite level.
  • Collaborate with the jobsite Safety representative on Environmental, Safety and Health programs.

Requirements

  • Bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience.
  • Experience in performing labor relations functions on a construction project or in an office.
  • Working knowledge of labor contract negotiation strategies and tactics.
  • Knowledge of domestic labor and employment law, including employment discrimination and anti-retaliation.
  • Knowledge of labor contract grievance procedures and their practical application.
  • Knowledge of jurisdictional work assignment practices and labor union structures.
  • Experience in developing programs for manual employees and their supervisors.
  • Strong written and verbal communication skills.
  • Ability to analyze labor problems and implement corrective actions to prevent work stoppages.

  • Experience representing a company in local and regional labor contract negotiations.
