About the position

The Deputy Legal Counsel will serve as an attorney and legal advisor for the Department of Workforce Development (DWD), focusing on litigation and employment law. This role involves representing DWD in legal actions, providing legal advice on various programs, and participating in policy development. The position offers a hybrid work environment, allowing for a blend of remote and in-office work, and emphasizes work-life balance and professional growth.

Responsibilities

• Function as an attorney and legal advisor for DWD in all program areas.
• Represent DWD in legal actions and proceedings, particularly in personnel-related matters.
• Respond to questions raised by the Department of Justice regarding legal services for DWD.
• Provide legal advice regarding the administration of DWD programs.
• Respond to open record requests and issues involving confidentiality of records.
• Participate in the development and review of Department/HR policies.
• Advise on negotiating and drafting grants, MOUs, and contracts.
• Draft and review state legislation and administrative rules affecting DWD.
• Interpret federal legislation and regulations and draft comments on proposed rule changes.
• Represent DWD at legislative hearings and other public forums.

Requirements

• Licensed to practice law in the State of Wisconsin.
• Experience litigating in administrative, criminal, or civil matters, including preparing for hearings or trials, conducting discovery, and negotiating settlements.
• Experience drafting legal documents such as pleadings, motions, briefs, and discovery requests.
• Experience providing legal advice related to employment law.
• Excellent communication skills.

• Experience providing legal advice in the negotiation, interpretation, and administration of grants or contracts.
• Experience providing legal advice on the drafting and review of federal or state legislation and administrative rules/regulations.
• Experience providing formal and informal legal advice to top management.
