The NYC Department of Environmental Protection (DEP) is dedicated to enriching the environment and safeguarding public health for all New Yorkers. This is achieved through the provision of 1.1 billion gallons of high-quality drinking water, effective management of wastewater and stormwater, and the reduction of air, noise, and hazardous materials pollution. As the largest combined municipal water and wastewater utility in the United States, DEP employs nearly 6,000 individuals and oversees a water supply system that includes 19 reservoirs and 3 controlled lakes across a 2,000 square mile watershed extending 125 miles north and west of the City. The Bureau of Engineering Design & Construction (BEDC) manages a substantial portfolio of capital projects valued at $23.8 billion, with an additional $10.5 billion projected over the next decade. The Water System Capital Program (WSCP) is responsible for the planning, design, construction management, and construction necessary to upgrade and maintain the Bureau of Water Supply's critical infrastructure. This includes a vast network of wastewater treatment plants, dams, bridges, shafts, reservoirs, tunnels, pumping stations, and filtration systems, all essential for ensuring the integrity and high quality of the water supply. The Deputy Portfolio Manager (PM) will play a crucial role in overseeing a significant subset of projects within the WSCP, particularly in upstate New York. This position involves managing a portfolio of projects, including those at the Gilboa Dam and the Bypass Tunnel, which encompass various construction and restoration efforts. The Deputy PM will be responsible for ensuring that project goals and milestones are met, overseeing project schedules, reports, and work products, and ensuring compliance with environmental health and safety standards throughout the project lifecycle. In addition to managing assigned projects, the Deputy PM will support the PM in various administrative and operational tasks, including the preparation and negotiation of contract modifications, monitoring key performance indicators, and ensuring effective communication and coordination within the portfolio. The role requires a strong focus on client service, critical thinking, and the ability to manage multiple projects simultaneously. The Deputy PM will also be expected to perform fieldwork, which may involve physical demands such as standing and walking on uneven surfaces in various weather conditions.
