About the position

The Deputy Program Manager will oversee large and complex inter-related projects or multiple moderate size projects within the Capital Improvement Plans, managing total capital values ranging from hundreds of millions to over $1 billion. This role involves representing the owner in managing third-party designers and constructors, ensuring all phases of planning and execution are effectively handled, and leading multi-disciplinary teams to meet client priorities.

Responsibilities

  • Manage a program with very large or complex inter-related projects or multiple moderate size projects.
  • Represent the owner in managing 3rd party designers and constructors.
  • Act as the primary contact on contracts and projects for the organization.
  • Oversee all aspects of the program including planning and execution of a Capital Improvement Plan.
  • Lead multi-disciplinary teams to respond to client priorities.
  • Provide oversight and direction to project managers, construction managers, program professionals, and subcontractors.
  • Interact with senior government or public officials and executive level clients on significant project matters.
  • Manage and supervise complex engineering design or construction by 3rd parties as owner's representative.
  • Prepare and deliver presentations in support of client's programs.
  • Assess and actively manage risk on behalf of client and B&V.
  • Resolve high risk or difficult issues with significant scope, schedule, or financial impact.
  • Develop and review cost estimates and provide cost management throughout the program execution.
  • Apply advanced understanding and application of project management core processes and methodologies.
  • Utilize lessons learned to strengthen B&V's program management processes, procedures, and tools.
  • Assemble, train, and mentor staff using internal and external resources.

Requirements

  • 9+ years in a senior project and/or program management role; PM, EM, Planning, Project Controls, etc.
  • Active P.E., PgMP, or PMP certification is required.
  • Experience managing Capital Improvement Projects (CIP) with construction values from >$1.5M to $10M+ in sectors such as Stormwater, Roads, Parks, or W/WW Facilities.

Nice-to-haves

  • MSc Eng. or MBA or similar degree.
  • Previous experience leading or overseeing design of at least 5 concurrent design projects in sectors like Stormwater/drainage, Roads and/or Bridges, Parks & Rec Facilities, or W/WW Treatment Facilities.
