About the position

The Deputy Program Manager will oversee large and complex inter-related projects or multiple moderate size projects within the Capital Improvement Plans, managing budgets that can exceed $1 billion. This role involves representing the owner in managing third-party designers and constructors, ensuring all phases of planning and execution are effectively handled. The position requires leading multi-disciplinary teams to meet client priorities and managing significant project matters while interacting with senior government officials and executive-level clients.

Responsibilities

  • Manage a program with very large or complex inter-related projects or multiple moderate size projects.
  • Represent the owner in managing third-party designers and constructors.
  • Serve as the primary contact on contracts and projects.
  • Oversee all aspects of the program including planning and execution of a Capital Improvement Plan.
  • Lead multi-disciplinary teams to respond to client priorities.
  • Provide oversight and direction to project managers, construction managers, and program professionals.
  • Interact with senior government or public officials on significant project matters.
  • Manage and supervise complex engineering design or construction by third parties as the owner's representative.
  • Prepare and deliver presentations in support of client's programs.
  • Assess and actively manage risk on behalf of the client and Black & Veatch.
  • Resolve high-risk or difficult issues with significant scope, schedule, or financial impact.
  • Develop and review cost estimates and provide cost management throughout the program execution.
  • Utilize lessons learned to strengthen program management processes, procedures, and tools.
  • Assemble, train, and mentor staff using internal and external resources.

Requirements

  • 9+ years in a senior project and/or program management role.
  • Active P.E., PgMP, or PMP certification.
  • Experience managing Capital Improvement Projects (CIP) with construction values from $1.5M to $10M+.
  • Previous experience leading or overseeing design of at least 5 concurrent design projects in relevant sectors.

Nice-to-haves

  • MSc Eng. or MBA or similar degree.
  • Utility Manager or Program Manager experience with projects over $10M construction value.
