About the position

The Deputy Program Manager at GovCIO will lead a portfolio of execution teams in program management, data analytics, and reporting activities for the Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE). This fully remote role focuses on coordinating delivery across nine project management teams, advising on best practices, and ensuring effective execution of government taskings and programmatic needs.

Responsibilities

  • Assist in the establishment of processes and practices to streamline data analytics and reporting tasks across 9 distinct project teams
  • Facilitate an agile process of team interaction focused on prioritization of modernization initiatives and data sharing across teams
  • Provide thought leadership on paths for innovation and automation for project team deliverables
  • Provide guidance to individual delivery teams of 5-15 personnel executing on both daily/weekly requirements as well as ad-hoc quick turnaround tasks
  • Lead customer engagement to discuss needs, issues, and challenges faced by the clients and pathways to resolution
  • Lead support to cross-discipline team members to ensure all parties are on track with project requirements, deadlines, and schedules
  • Review project deliverables, including artifacts to ensure adherence to team compliance and quality standards
  • Provide oversight to data analytics and overall metrics effectiveness within project teams as well as strategic leadership on metrics creation and delivery
  • Develop, gather and disseminate information and documentation among both business and technical customers in support of the overall program
  • Establish effective project communication plans and ensure their execution
  • Work with all team members to analyze changes in requirements and recommend the most expedient solutions in a timely manner
  • Leverage advanced writing skills to translate complicated issues from multiple information sources into a clear point of view to create a compelling, concise, and well-written narrative
  • Leverage excellent presentation development skills to prepare meeting agendas and synthesize complex information into succinct visualizations using tools such as PowerPoint.

Requirements

  • Bachelor's Degree (or commensurate experience)
  • 10+ years of experience working in dynamic customer delivery environments (2 years of experience may be removed for a master's degree)

  • Experience working with ICE specific data and processes
  • Direct experience managing a program team of more than 5 personnel
  • Excellent written and oral communication skills
  • Strong understanding in project management and data analysis
  • Strong analytical, problem-solving, and organizational abilities
  • Ability to lead in an extremely fast-paced environment
  • Ability to foster collaborative relationships with other teams and external stakeholders
  • Be flexible to change direction on a moment's notice while also tracking/executing tasks in progress
  • Ability to think 'outside of the box' while communicating or dealing with a variety of situations
  • Possess clear understanding of the activities, roles, and responsibilities on large scale IT projects.
