About the position

The Deputy Program Manager at UTRS will support the Military Flight Operations Quality Assurance (MFOQA) program by analyzing flight data, managing operational safety hazards, and collaborating with various teams to enhance flight safety across the Mobility Air Force fleet. This role involves utilizing advanced software for data analysis, generating reports, and advocating for safety programs within the Air Mobility Command (AMC).

Responsibilities

  • Utilize software to analyze flight data in relation to triggered events and routine operational measurements.
  • Verify and validate aircraft specific measurement sets.
  • Generate flight operations trends and special studies; detect hazardous conditions and risks.
  • Assist AMC MFOQA Program Manager to support AMC's Aviation Safety Action program (ASAP).
  • Advocate MFOQA/ASAP program goals, benefits, and proper uses within AMC and the AF.
  • Assist analysis team in developing, deploying, and sustaining processes for MFOQA and ASAP data collection and analysis.
  • Provide knowledge of AMC MDS operational environments and missions flown.
  • Interface with analysis team, MFOQA and ASAP Working Groups, and AMC staff to identify areas of interest and generate analysis products.
  • Collaborate with AMC MFOQA Program Manager to identify trends and deviations from standard procedures.
  • Assist in the development, evaluation, monitoring, and compliance with MFOQA/ASAP regulations and policies.
  • Generate informational articles, briefings, and training materials on MFOQA and ASAP safety findings.
  • Assist AMC MFOQA Program Manager with long-term funding needs and POM submittals.
  • Support MFOQA/ASAP-related meetings and presentations to various stakeholders.
  • Participate in working groups to ensure MFOQA requirements are included in proposed upgrades.

Requirements

  • Bachelor's degree or higher.
  • Valid Secret Clearance required.
  • 10 years of flight experience as tanker, airlift pilot, or flight engineer.
  • Joint, HAF, MAJCOM, or NAF staff experience is a plus.
  • Formal USAF Safety Training is a plus.
  • General knowledge of the Guard and Reserve component of AMC.
  • Military aviation experience and extensive knowledge of aircraft operational environments.

Nice-to-haves

  • Knowledge of and experience with aviation safety programs, including MFOQA, ASAP, and LOSA.
  • Proven ability to collaborate with all echelons, from headquarters staff to squadron operations and maintenance.
