About the position

The Deputy Program Manager (DPM) for the Global Solutions Management - Operations II (GSM-O II) contract at Leidos is responsible for overseeing and managing multiple special projects within the Defense Information System Network (DISN) framework. This role involves collaboration with customers and stakeholders to ensure the successful execution of projects, adherence to budgetary constraints, and the delivery of innovative solutions that align with strategic goals. The DPM will support the Program Manager in various duties, including financial performance management, team development, and maintaining strong customer relationships.

Responsibilities

  • Support programmatic responsibility (cost, schedule, performance) for the execution of assigned special projects.
  • Manage the cost of the project, ensuring proper staffing and budget adherence.
  • Identify and execute actions needed to mitigate any cost drivers.
  • Support financial performance against the Annual Operating Plan, focusing on maximizing profitability.
  • Deliver consistent performance to meet or exceed all contractual requirements.
  • Coordinate, document, and communicate strategic and tactical priorities with the PM; back up the PM at required program reviews.
  • Build and maintain a trusted advisor relationship with Customers, understanding their priorities.
  • Comply with Customer and Government processes, ensuring commitments are tracked in forecasts.
  • Collaborate with Business Development and marketing/capture support personnel to enable contract growth.
  • Manage the team to develop innovative solutions and pursue new growth opportunities based on program and customer priorities.
  • Manage work authorizations, approve timecards, and track charging time against the plan.
  • Oversee the growth, performance, and professional development of staff.
  • Identify risks, resolve problems, and verify the effectiveness of corrective actions.
  • Manage subcontractor relationships and oversight of staff augmentation.
  • Track funding of subcontracts and approve subcontractor invoices/timesheets.
  • Build a culture grounded in Leidos values, beliefs, and expectations.

Requirements

  • BA/BS or equivalent experience and 8+ years of prior relevant experience or Master's with 6+ years of prior relevant experience.
  • 4+ years of experience supervising or leading teams or projects.
  • Experience managing high tempo technical teams with demonstrated multi-team management skills.
  • Experience formulating a technical strategy.
  • Knowledge of Agile Development Methodology.
  • Knowledge of DevSecOps processes.
  • Knowledge of Engineering and Management Processes (e.g. ITIL, PMP).
  • Knowledge of Federal and DoD industry/government best practices.
  • Ability to gain internal consensus support and operate independently.
  • Experience effectively communicating at senior levels within a customer organization.
  • Ability to collaborate with Program Management and customers to improve performance, reliability, and cost effectiveness.
  • U.S. Citizenship required with a Secret Clearance.
