About the position

The DES HR Operations Manager is responsible for managing the delivery of human resources services within the Division of Employment Security (DES) at the North Carolina Department of Commerce. This role involves providing technical and consultative services in various HR functional areas, supervising a team, and acting as a business partner to executive management. The position requires strong skills in HR data evaluation, problem-solving, and effective communication, as well as the ability to manage projects and serve as a liaison between HR specialists and management.

Responsibilities

• Manage the delivery of assigned human resources services within the Division of Employment Security (DES).
• Provide technical and consultative services in areas such as classification/job evaluation, salary administration, and recruitment/selection.
• Supervise five permanent staff in recruitment, selection, salary administration, and payroll transactions.
• Serve as a business partner to division executive management, implementing HR initiatives and process improvements.
• Manage and serve on project teams as assigned.
• Act as a liaison between HR specialists and DES management in functional areas outside of direct supervision.

Requirements

• Bachelor's degree in Human Resources or a related field from an accredited institution.
• At least 4 years of experience in human resources, with some experience in an HR lead position.
• Demonstrated skill in evaluating HR data to support operational needs.
• Knowledge of HR program areas such as classification/job evaluation and salary administration.
• Ability to analyze problems and formulate recommendations.
• Demonstrated skill in negotiating resolutions to issues.

Nice-to-haves

• Experience in a government or public sector HR role.
• Familiarity with the Public Service Loan Forgiveness Program.
