About the position

As a Design Project Manager (Architect) at the Metropolitan Washington Airports Authority, you will play a crucial role in managing a diverse range of multi-disciplinary projects aimed at enhancing the infrastructure of Ronald Reagan Washington National Airport (DCA) and Washington Dulles International Airport (IAD). This position operates under the general supervision of the Design Engineer/Architect Supervisory and is situated within the Design Department of the Office of Engineering. Your primary responsibility will be to serve as the Principal Staff Technical Advisor for the Aviation Enterprise Capital Construction Program (CCP) and the Capital, Operating, and Maintenance Investment Program (COMIP). You will oversee the design and construction of various projects, ensuring they meet high-quality standards and comply with all relevant contracts, safety regulations, and industry standards. In this role, you will manage capital improvement projects, which includes supervising contractors and consultants to ensure adherence to scope, quality, schedule, and budget. You will conduct thorough reviews of contract design firms' work and monitor all architectural disciplines involved in the CCP, COMIP, and tenant projects at both airports. Your expertise will be essential in minimizing changes during construction and ensuring that all projects are executed to the highest quality control standards. You will also be responsible for consulting and collaborating with a wide range of stakeholders, including engineers, management officials, and code officials, to facilitate successful project outcomes. Your duties will extend to preparing engineering studies, developing design standards, and conducting meetings to refine system requirements and design criteria. You will work closely with the Airports Authority Safety Program and Buildings Codes Managers to integrate safety requirements into project execution. Additionally, you will conduct site investigations, monitor construction progress, and serve as a contracting officer's technical representative (COTR) on various projects. This position requires a proactive approach to ensure that all work is completed in accordance with contracts and quality standards, while also supporting the Airports Authority's goals for Small Local Business Enterprises (SLBEs).

Responsibilities

  • Manage a variety of multi-disciplinary projects for landside and airside improvements under the Aviation Enterprise Capital Construction Program (CCP) and the Capital, Operating, and Maintenance Investment Program (COMIP).
  • Serve as Principal Staff Technical Advisor for multi-disciplinary projects focusing on Terminals, Concourses, and Auxiliary Facilities.
  • Conduct and manage design projects involving vertical building construction.
  • Supervise and oversee contractors and/or consultants for scope, quality, schedule, and budget management.
  • Review the work of contract design firms and monitor architecture and all disciplines of the CCP, COMIP, and tenant projects at IAD and DCA.
  • Ensure projects adhere to high-Quality Control Standards and minimize changes during construction.
  • Consult and collaborate with internal and external stakeholders on airport mechanical engineering-related projects.
  • Present information and provide recommendations to the Office of Engineering leadership and other staff.
  • Prepare or recommend engineering studies and designs and improvements to design efforts.
  • Develop and maintain Airports Authority design standards/guidelines for architecture.
  • Conduct meetings with stakeholders to establish and refine system standards, requirements, and design criteria.
  • Collaborate with the Airports Authority Safety Program and Buildings Codes Managers to integrate safety requirements and ensure compliance with MWAA's codes and standards prior to project execution.
  • Establish or approve functional criteria, performance requirements, and related specifications during the development phase.
  • Specify or advise on regulatory requirements, design standards, and related issues for design criteria.
  • Conduct site investigations and analyses, providing design management support during planning, design, and construction phases.
  • Review construction progress reports, shop drawings, material lists, and samples.
  • Confirm that work has been completed in accordance with contracts, quality standards, and MWAA's goals for Small Local Business Enterprises (SLBEs).

Requirements

  • Seven (7) years of progressively responsible experience in architecture.
  • A master's degree may substitute for two years of required experience.
  • Four of the seven years of experience must include specialization in airport terminal and concourse projects.
  • Skilled in administering engineering and construction consulting contracts.
  • Ability to serve as a project manager and COTR, including reviewing proposals and work products of consulting engineers, contractors, and vendors.
  • Ability to speak and write effectively.
  • Skill in using computer and office suite software, with emphasis on using a project management information system and other engineering software.
