About the position

Lockheed Martin is seeking an experienced Development Program Manager to lead a critical product development contract for an advanced RF product at the Chelmsford, MA facility. This role involves managing the execution of technical, schedule, and cost performance of the engineering development contract, ensuring all development activities are planned, coordinated, executed, and reported effectively. The Development Program Manager will interface with Lockheed Martin management and external customers, manage Earned Value Management performance, and develop strategies to achieve Design-to-cost targets and transition-to-production goals.

Responsibilities

  • Manage the execution of technical, schedule, and cost performance of an engineering development contract.
  • Plan, coordinate, execute, and report results for all development activities associated with the design from contract award through qualification completion.
  • Serve as the primary interface with Lockheed Martin management and external customers for all related activities.
  • Manage all cost and schedule for Earned Value Management performance.
  • Ensure the program achieves all critical program milestones.
  • Develop and execute strategies to achieve Design-to-cost targets of the end product.
  • Position the product to successfully achieve transition-to-production goals post-qualification.

Requirements

  • Bachelor's degree from an accredited college in a related discipline, or equivalent experience/combined education, with 8 or more years of professional experience.
  • Ability to obtain and maintain a Secret security clearance, which requires U.S. citizenship.
  • Demonstrated track record of planning and driving program execution for complex development activities.
  • Experience leading teams, developing strategies and plans, managing resources, and executing to meet objectives.
  • Strong communication and presentation experience; ability to effectively communicate across multiple organizational levels, internal and external customers.
  • Proficiency in project management tools and methodologies, such as Cost Account Management (CAM) and Earned Value Management System (EVMS).

  • Program Management experience in Development and Transition-to-Production product lifecycle environments.
  • Design-to-Cost target experience.
  • System qualification experience - creating plans, executing tests, and resolving issues.
  • Experience in risk identification and management, with experience in root cause/corrective action.
