About the position

DecisionPoint is seeking a skilled Information Technology Project Manager to lead the Application Development Team in developing and maintaining software solutions for legacy applications within the ISD portfolio. This long-term engagement supports the USCG Aviation Logistics Center (ALC) located in Elizabeth City, NC. The role involves working on-site with the potential for off-site capabilities, focusing on hybrid applications that may include both web and mobile platforms. As the IT Project Manager, you will be responsible for planning, initiating, and managing IT projects. You will lead and guide the work of technical staff while serving as a liaison between the business and technical aspects of projects. Your duties will include planning project stages, assessing business implications for each stage, and monitoring progress to ensure that deadlines, standards, and cost targets are met. You will consult with clients to ensure conformity to project and contractual obligations, particularly for IT projects and initiatives. Familiarity with all phases of the systems development life cycle is essential, including identification, design, development, implementation, and maintenance of automated systems. In this role, you will assist in the analysis, design, and development of new systems and system enhancements. You will approve documentation standards, system specifications, feasibility and justification reports, and policy recommendations. Additionally, you will help develop and install techniques and procedures to implement policy decisions regarding organizational structures, program evaluation, and productivity improvements. You will establish and maintain technical and financial reports to show project progress to management and customers, organize and assign responsibilities to subordinates, and oversee the successful completion of all assigned IT tasks. Ensuring the development, maintenance, and implementation of Program Management Plans and Technical Specifications Plans will be a key part of your responsibilities, guiding the performance of all functional and technical activities performed.

Responsibilities

Requirements

  • Active Secret clearance required.
  • Bachelor's or Associate degree in related field or at minimum Information Technology (IT) Certification (ex. PMP).
  • 6 years of experience providing technical direction and Project Management.
  • 3 years supervisory experience in addition to the six years of experience listed above.

Nice-to-haves

  • Sufficient technical expertise to be considered a subject matter expert (SME) on managing an enterprise IT system.
  • Experience working on an Agile SCRUM Development Team.
  • Familiar with technologies like .Net, MVC Net, JavaScript, HTML, CSS, PHP, Oracle, and AWS.
  • Familiar with current Department of Defense (DoD), DHS, and USCG and ISD policies, standards, and security directives.
