About the position

The Senior IT Project Manager will lead the procurement, validation, and implementation of an upgraded Laboratory Information Management System (LIMS) for the NC SLPH. This role involves collaborating with various stakeholders, including senior business executives and IT personnel, to ensure the successful execution of project requirements while managing stakeholder expectations. The position requires overseeing day-to-day project activities and maintaining compliance with state project management guidelines.

Responsibilities

• Obtain thorough knowledge of the needs of a lab information management system.
• Develop necessary project management, change management, risk management, rollout, and training plans in collaboration with State Lab teams and IT personnel.
• Develop and maintain detailed project schedules, budgets, and monitor expenditures.
• Create and maintain all required project management artifacts following State, DHHS, and PMBOK guidelines.
• Manage scope, resources, timelines, costs/budget, quality, communication, and procurements to meet project goals.
• Lead hands-on analysis of business and technical environments and write procurement documents.
• Manage contract deliverables and oversee vendor activities to ensure milestones are met.
• Establish and maintain project plans and schedules, ensuring timely and accurate completion of deliverables.
• Conduct formal presentations and coordinate with all project stakeholders to ensure appropriate project controls are instituted.
• Serve as an IT project liaison to the business client and develop necessary project management plans with business stakeholders.
• Ensure technical readiness during implementation and supervise implementation activities.
• Develop and maintain all required State CIO project documentation.

• Ability to write and present effective project materials, including presentations and status reports.
• Experience working collaboratively with business/program partners.
• Ability to identify and resolve system or business process/project issues effectively.
• Ability to build, influence, lead, and motivate effective teams towards end results.
• Flexibility and adaptability to work in a high-demand dynamic environment.
• Strong analytical skills and written/oral communication skills.
• Experience writing Procurement documents (RFP/RFQ) and technical artifacts.
• Experience as a Project Manager on a cloud-based implementation project.

Nice-to-haves

• PMP Certification; Agile/Scrum Master certification is a plus.
• Experience managing or supervising legacy system upgrade and/or replacement projects.
